Chinese, Algerian Presidents Hold Talks
Visiting Chinese President Jiang Zemin and Algerian President Abdelaziz Bouteflika held talks in Algiers October 30 on bilateral relationship.
Expressing gratitude to China for its support and help to Algeria during its fighting for independence and construction, Bouteflika told Jiang that his country established firm friendship with China as early as in the time of revolutionary wars.
Algeria will always keep this in heart, he said, adding that relationship with China enjoyed development in real sense after its independence.
Jiang's current visit demonstrated that China continues to support Algeria and is engaged in developing the bilateral relationship, he said.
Bouteflika also made high comment on China's foreign policy of independence and extended congratulations to China for resuming sovereignty over Hong Kong and Macao's coming return.
He reaffirmed that Algeria firmly supports China's principle of safeguarding national sovereignty and territorial integrity on the issue of Taiwan and Tibet.
Jiang said that the traditional friendly relationship between China and Algeria endured test of time. Both of the two countries are developing countries and have similar sufferings in history
and they are faced with the same task of safeguarding peace and seeking development.
Jiang said that Algeria is an important country in Africa, Arab world and the non-aligned movement. It played positive and important role over regional and international affairs.
China attached great value to its friendship with Algerian government and people, Jiang added.
Jiang put forward four proposals for constructing bilateral relationship in the new century:
--- Standing at a strategic height and pushing forward firmly comprehensive development of bilateral relations and expanding common interest continuously;
--- Making full use of the great potential and good prospect of the development of economic and trade cooperation between the two countries so that to enhance the bilateral cooperation and
exchange in economic and trade, scientific and technological sectors to a new height and achieve common development;
--- Strengthening consultation and coordination over regional and international issues to make new contributions to safeguarding the interest of developing countries and maintaining world peace and stability;
--- Strengthening exchange and understanding between personnel of the two countries at all levels to foster a solid foundation for the development of bilateral relationship in the new century.
Jiang invited Buteflika to visit China in October next year and to participate the year 2000 meeting of China-Africa Forum which will be held in Beijing.
Buteflika accepted the invitation with pleasure and expressed gratitude.
On economic and trade cooperation between the two countries, Jiang said that China valued greatly the economic and trade cooperation with Algeria, holding that there not only exist a solid foundation for economic and trade cooperation for mutual benefit, but also great potential and broad prospect for further development.
The Chinese President pointed out that Algeria has rich resources and is an important country of energy production, and China is a huge market. Both of the two countries have enjoyed advantages in many aspects.
"Chinese government is willing to search for new and effective method of cooperation with its Algerian counterpart, and to boost the relationship of economic and trade cooperation between the two countries to a new level on the basis of equality and mutual benefit," Jiang stressed.
Buteflika agreed with Jiang, hoping that the good political relationship between the two countries will be motives pushing forward the continuous development of economic relations between the two countries.
Jiang also voiced important views on the sound development of the cause of international human rights. He said that China advocates to undertake dialogue and cooperation with all countries on the basis of equality and mutual respect, opposes to politicize the issue of human rights, especially to make use of the issue of human rights and interfere in the international affairs of the developing countries.
Nowadays, Jiang said some people in the world put forward the new interferism of "human rights superior to sovereignty" and "limited national sovereignty", which is worth high vigilance of the developing countries which love peace.
In fact, Jiang added, human rights should be protected by sovereignty. It is not true that human rights are superior to sovereignty. What is the fact is that without sovereignty, people will not enjoy human rights.
The Chinese President reaffirmed that China supports Algeria to follow the policy of human rights that comply with its national realities and oppose other countries to interfere in its domestic
affairs with the excuse of human rights.
Buteflika said that his country has unanimous views with China on the issue of human rights. He expressed special agreement with the important view that without sovereignty there will be no human rights.
On China-African relationship, Jiang said, the relations between China and Africa are models for the friendly relations of cooperation among developing countries, which have endured the test of time and the change of international situation and have also been further consolidated and strengthened under the new situation.
Jiang said that political relationship between China and Africa has been close, high-level contacts have been frequent. China and Africa have strengthened consultation and supported each other over international affairs, to safeguard the common interest of the developing countries and to exert their efforts in pushing forward the establishment of just and reasonable new order of international politics and economy.
The Chinese President reiterated that China has pushed forward actively the international community to show more concern for African issues, and has valued the opinions and wills of African countries.
At the same time, exchange and cooperation between China and Africa have also continued development in the economic and trade sectors, Jiang added.
"Strengthening and developing friendly relationship of cooperation with developing countries including Africa have always been an important part of China's foreign policy of self independence and peace," Jiang said.
He stressed that China will always insist on the five principles of peaceful co-existence and will never interfere in the internal affairs of African countries. China supports African countries to choose independently political systems and roads of development that suit with their own national realities, to defend independence, sovereignty and territorial integrity and the just fightings against interference from outside, to safeguard and promote mutual solidarity and solve contradictions and conflicts through peaceful negotiations.
Jiang said that China advocates all countries are equal and supports African countries to participate in international affairs on equal basis. China will continue to provide as much economic assistance to African countries as it is capable of without any political conditions attached, and to undertake economic and trade cooperation of multi-forms on the basis of equality and mutual benefit so as to achieve common development.
Jiang said at last that China will follow the fundamental principle of "being sincere and friendly, treating each other equally, being solidaritary and cooperative, seeking common development and facing toward future", and build up a new type of partnership between China and Africa which oriented toward the 21st century.
