Lee Teng-hui Undermining the Foundation Stone of Cross-Straits Relations Impermissible

����-- An interview with Xu Shiquan, director of Taiwan Research Institute, Chinese Academy of Sciences

����"The 'one China' principle forms the core and basis of the policy towards Taiwan and this is as has been universally recognized by the international community. But by betraying this internationally accepted principle Lee Teng-hui dished out his "two-state theory", thereby a complete effort to cut the ground of politics for developing relations between the two sides across the Taiwan Straits. When should Lee Teng-hui with his Taiwan authorities continue to slide down the road of their splittism he will have to stand condemned by taking full responsibility for all the consequences there will arise." These are warnings from Xu Shiquan, director of Taiwan Research Institute of the Chinese Academy of Sciences in an interview given lately to Xinhua News Agency journalist.

����On July 9 when unbosoming himself about his splittism to an alien radio -- "Voice of Germany", Lee Teng-hui openly declared that he had with his Taiwan authorities redefined the cross-Straits relations as "state-to-state relations or at least special state-to-state relations". The following day, then on the 20th, bracing himself up against all vehemence of worldwide condemnations and criticism he further stepped out to fragrantly explain his "two-state theory" away on another occasion in Taiwan. "Lee Teng-hui's 'two-state theory' thoroughly reveals his true nature of separatism and his wishful thinking for separate rule in Taiwan", Xu Shiquan said, pointing to the malice of Lee's separatism.

����Where does Lee Teng-hui have the audacity to tell his "innermost thought" to split Taiwan from China in face of universal condemnation? Xu pointed out that firstly Lee has wrongly estimated the situation. During a recent period of time some Western forces vociferously spread such fallacies as "neo-interventionism" and "humanitarianism transcending sovereignty". To Lee Teng-hui, it seems the high time for him to dish out his "two-state theory". According to him, his separate remarks will call up the sympathy of all anti-China forces, not to say that he will naturally be well echoed by them over the world. But contrary to his wish, Lee Teng-hui has with his splittist remarks met with severe criticism and condemnations from various countries throughout the world including the US and Japan. In this regard, it will be all right to say Lee Teng-hui has already miscalculated in his wishful thinking.

����Secondly, against a "wait for a change" policy of Lee Teng-hui there has arisen to some extent a positive trend in developing relations by the two sides across the Taiwan Straits. For some common understanding (on four points) has been arrived at by talks held as represented by ARATS (Association of Relations Across the Taiwan Straits) and the Straits Exchange Foundation of Taiwan great repercussion and impact have been found in Taiwan. But things like these are not what Lee Teng-hui has hoped for. He wants a spoke to be put in the way cross-Straits relations shall be improved. He must lose no time to dish up his "two-state theory" to negate the "one China" principle and undermine the fundamental political basis of cross-Straits relations towards the end of closing the door to all perspective talks and exchanges by the two sides across the Taiwan Straits.

����Thirdly, for a change in the situation of politics in Taiwan during a recent period, and since there are merely 10 months of time to go in office Lee Teng-hui has to cudgel his brains to translate into practice his splittism and his separatist policy in Taiwan. To put into practice his separatism to split Taiwan from China he shows no hesitation to place his personal will above the wishes of Taiwan compatriots for stability, peace and prosperity. By cutting the ground of the "one China" principle for developing cross-Straits relations he has in actuality brought the cross-Straits relations to the brink of a perilous precipice.

����Lee Teng-hui has by his irresponsible separatist remarks and his malice to split Taiwan from China come to remind Taiwan compatriots of various unthinkable grave consequences there will arise from. Xu pointed out that the "one China" principle had generally been accepted as early as in 1971, and back to the first day the People's Republic had been given back its right to be seated in the UN. What is more, this has already been strictly delineated in clear terms by a UN Decision 2758. There is only one China in the world, Taiwan is a part of China, a fact that has been universally recognized by most countries throughout the world. Though Lee Teng-hui has by his "two-state theory" tried to negate this fact he is surely in the way "a mantis is trying to stop the onward march of an oncoming carriage without a sense of his pitiable limitation".
