Dealing with Approval Procedures for Mainland Children Going To HK

  The Ministry of Public Security's Entry and Exit Management Department and the HKSAR's Immigration Department have agreed on procedures of the children of HK permanent residents that are born on the mainland for entering Hong Kong.

  According to the National People's Congress Standing Committee' s interpretation of Section 4, Article 22 and Item 3 of Section 2, Article 24 of the HKSAR Basic Law, the children of Hong Kong permanent residents are defined as those whose parent's identity must accord with Item 1 or 2 of Section 2, Article 24.

  Children of HK permanent residents born on the mainland must fill out a HK abode application form issued by the local public security bureau before they get permission to obtain a special HK Entry Permission Card issued by mainland public security bureaus to enter the HKSAR for residence purposes.

  According to an agreement, the Entry and Exit Management Department will take the commission of the HKSAR's Immigration Department to handle applications for the Certificate of Abode Right. (Xinhua)
