It is an important conference oriented toward the new century and aimed at carrying on the cause pioneered in the past and opening a way for the future. The meeting will thoroughly implement the essence of the Party's 15th National Congress, conscientiously review the work of the Fifth Committee of the All-China Federation of Returned Overseas Chinese and set the guiding thought and main tasks for the work of the federation in the next five years. The conference will also discuss and pass an amendment to the Constitution of the All-China Federation of Returned Overseas Chinese, and elect the Sixth Committee of the All-China Federation of Returned Overseas Chinese. The meeting will further enhance the vigor and cohesive force of the federation, closely unite with returned overseas Chinese and their relatives, establish extensive links with Chinese nationals residing abroad, thereby making new contributions to China's reform, opening-up and modernization drive, boosting the great cause of the peaceful reunification of the motherland and furthering the Chinese people's friendly contacts with the people of various countries around the world. 　　At present, we are faced with rare development opportunities as well as grim challenges, we are also faced with intense international competition, which is manifested mainly in the competition of comprehensive national strength, competition in the key area of science and technology. 　　The All-China Federation of Returned Overseas Chinese should be built into "home of returned overseas Chinese and their relatives" and "home of Chinese nationals residing abroad" which are full of vitality and vigor and enjoying the trust of the large numbers of returned overseas Chinese and their relatives, and Chinese nationals residing abroad. Party committees and governments at all levels should strengthen and improve leadership over the work of the federation of returned overseas Chinese, and show earnest concern for and help related departments solve their practical difficulties and problems, creating necessary conditions for them to carry out their work.
