Senior Legislator Says Village Autonomy Law Needs To Be Enforced

  Jiang Chunyun, vice-chairman of the Standing Committee of China's National People's Congress, has asked Party committees and governments at all levels to place greater importance on implementing the Law on the Organization of Villagers Committees to expand democracy and protect villagers' rights.

  The 1998 villagers committee law has been accepted by China's 800 million farmers, but only 60 percent of its villages have instituted the democratic management and transparency mechanism as was comprehensively defined by the law, Jiang said Sunday.

  Many places are still in the process of formulating rules on implementing the law, according to Civil Affairs Ministry officials, and Jiang said, in enforcing this law, the relations between the self-governing villagers committees and local Party committees and governments need to be properly handled.

  Township governments should respect the self-governing status of villagers committees but those committees should also conscientiously accept the leadership of local Party committees, he said. (Xinhua-PD)
