Plenary Session of IOC Called in Seoul 　　The 109th plenary session of the IOC was called in Seoul on June 16. 　　Samaranch reiterated the necessity for the reform on IOC, but he also expressed the idea against any rush and inefficient reform. 　　Kim Dae Jung, President of the ROK, was present at the opening ceremony on the day.
