What Is "Cox Report"-- An outrageous fabrication of stories casting spells on world people

On May 25, the US government had its full outfit of news media all out to give a wide advertising to a long and well-organized anti-China drive under a concocted US-type charge. This is the "Cox Report" spun to a long "China espionage" and China's "theft of US nuclear secrets" story of 700 pages as a great work by some PMs in the US House of Representatives headed by Cox, a member of the Democratic Party of the United States. It is with this report that the author represents a small top few in pushing their anti-China campaign in today's United States of America.

Last June, prior to US President Clinton's visit to China, a "Select Committee on US National and Military / Commercial Concerns with the People's Republic of China" was founded with its set aim to poison the atmosphere of Sino-US relations. After over half a year's "investigations" made, this "Committee" dished up a report and submitted it to incumbent President Clinton. This was at a time of Clinton's "rosy affairs" with that famous American intern heating up a bipartisan struggle between its Democrats and their counterparts Republicans that false anti-China story by the "Cox Report" had no chance to be put on agenda by a small top few in the US.

A lengthy one and full of filth, no doubt, is the "Cox Report". It trumps a completely invented story by which it imposes on China various unwarranted accusations and groundless charges to show the stupidity and hostility of those few stalwarts in their anti-China drive in the US.

A complete lack of evidence is an outstanding characteristic of the "Cox Report". "Possible", "perhaps", "probably" and the like vague terms are seen through the whole of the "Cox Report". When it was first brought to light AP even questioned its creditability. Here, also, we should give credit to Ed Curran who had been for 37 years with Energy Counterintelligence in the (US) Federal Bureau of Investigation (FBI) and the US CIA (Central Intelligence Agency). To the "Cox Report" he said, We can agree with the saying that we might have done things in violation of security regulations but further investigations are needed. Moreover, he said, so far as I know, there is as yet no information available to show "those secrets" that have fallen into "their hands". Still, much publicized is the "case of Wen Ho Lee" that has been regarded as a part of the hardware to "The Cox Report". But several months' investigations produce not a bit of evidence that can be employed in supporting the "possibility" for "divulging nuclear secrets to China". To paint an fearful feature of China, say, like a monster to the author and his colleagues of the "Cox Report", Cox and his ilk have, out of an ulterior motive, done all their possibilities to fabricate stories out of nothing but resort to rumourgering in slinging mud on China.

As is known to the world people, the Chinese people have long relied on their own wisdom and hard work in developing science and new technologies in protecting the security of their own country. China had succeeded in exploding the first atomic bomb and H-bomb of its own and had all the more had its own satellites and ballistic and guided missiles launched. This was at a time when the US enforced its most rigorous policy of blockade and containment against China. What was the point to speak about China's "espionage" and its "theft" of US nuclear "secrets"?

China has virtually posed no threat to any others on the world. From the first day of explosion of its own atomic bomb China publicly announced that it will never be the first to use its nuclear weaponry and its stand for a thorough elimination of all nuclear weaponry throughout the world. But this stand has still received no response from the US to this day. The slander about China's "theft" of US military "secrets" shows the hostility of a small top few in the US who used to indulge in various fantasies and wild talks about China.

Normal scientific technological exchanges have no boundaries between countries. What is more, these exchanges will contribute in a way to scientific and technological advances by various countries. These should naturally be encouraged and helped with support. Following agreements signed by China with the US government for developing scientific and technological exchanges between the two countries many Chinese scientists have gone for scientific and technological research work in the US. The "Cox Report" alleges that China has through developing scientific technological exchanges "stolen" scientific and technological "secrets" from the US. These gibberish words have their issuance from the lips of those top few in the US. This denotes to what extent these American stalwarts' blatancy has gone in their calumniation of Chinese scientists.

By dishing out the "Cox Report" at a time as on these days when whipping up an anti-China drive in undermining Sino-US relations a small number of anti-China stalwarts in the US naturally have their own ulterior motive. This is especially so at a time the US-led NATO has missile attacked the Chinese Embassy in the capital of the Federal Republic of Yugoslavia. This atrocity has aroused great protests and anger among the Chinese people and strong condemnations from peace-loving people throughout the world. For its barbaric missile attack on the Chinese Embassy the US government is completely in an awkward predicament, cutting a sorry figure as it is before people throughout the world. China put four demands before the US government for its public apology, complete investigations, publicizing the truth and punishing the culprits. It goes without saying that by dishing out the "Cox Report" the US government has its aim to distract the attention of the world people away from the grave event of US missile attack on the Chinese Embassy in Belgrade.

The "Cox Report" is truly a rare hard-sought negative teaching material. It lets people come to know that in the mind's eye of some US stalwarts Cold War mentality and hostility to China are so deeply embedded is hard to help them back to their senses. Though a small few in number in the United States of America they let out great capabilities. They are in the way to form a destructive force and stumbling block to affect a stable development of Sino-US relations. The common task for the two peoples of China and the US demands therefore a thorough exposure of the true features of those US stalwarts in the way they be let utterly fall through in their anti-China scheme in ruining Sino-US relations and friendship of the two peoples.
