242 Scientific Research Institutes to Changeover to Enterprise Management ĦĦĦĦA major reform plan in China's scientific and technological field has recently been approved by the State Council and will soon be put into practice. According to this plan, the 242 scientific research institutes affiliated to 10 state bureaus under the management of the State Economic and Trade Commission should, before June 30, in compliance with the concrete demand for the realization of industrialization and proceeding from actual conditions, independently choose reform methods, including transforming themselves into sci-tech-type enterprises, wholly or partially entering enterprises and changing over to technical service and intermediate institutions. A small number of research institutes approved to retain their nature as institutions should also introduce the mechanism under which they operate themselves as scientific and technological enterprises.
