Indian Cabinet Recommends Dissolution of Parliament
India's caretaker cabinet headed by Atal Behari Vajpayee Monday decided to recommend to President K. R. Narayanan to dissolve the lower house of parliament as no political party and its allies could be able to provide a stable majority government.
"The cabinet decided to recommend to President K.R. Narayanan that he may dissolve the 12th Lower House of Parliament so that a fresh mandate is taken from the people as early as possible," caretaker Information and Broadcasting Minister Pramod Mahajan said.
In deference to the president's assessment of the situation as conveyed by him to the prime minister on Sunday, the cabinet decided to recommend to him that he may dissolve the House, Mahajan said, quoting a resolution from a cabinet meeting.
However, under the Indian Constitution, there could not be a gap of more than 180 days between two sittings of the House, Mahajan said. The House last met on April 22 and the lower house of parliament must meet by October 21 at the latest.
The 13-month-old Vajpayee coalition government was voted out in Parliament on April 17 by all opposition parties for its failure to carry out correct policies.
Since then, the Congress party, the biggest Opposition in Parliament and the second biggest party in the country, has made great efforts to muster enough support to form a minority government with the support of all other opposition parties from the outside as an alternative government.
But the Congress failed in its efforts, as some of the opposition parties did not want to support a Congress-led government. And President K. R. Narayanan was reported to have turned down offers by both the Congress and the Bharatiya Janata Party (BJP) to form a new government as none of them could muster enough numbers of MPs for support.
