The CPPCC will carry out further research on theories of consultative democracy and practices and press forward with building consultative democratic structures in the CPPCC.

The CPPCC will center on the general objective for strengthening reform in a comprehensive manner clarified in the Third Plenary Session of the 18th CPC Central Committee, implement all aspects of reform and innovation and the whole process of the performance of functions, and further improve the method, ability and effect of the performance of functions, so as to play a bigger role in state affairs.
