MND spokesman answers reporters' questions

Yang Yujun, spokesman of the Ministry of National Defense (MND) of the People's Republic of China (PRC), made clear the attitude of the Chinese military toward such issues as the open-sea training conducted by the taskforce of the Navy of the Chinese People's Liberation Army (PLA) and the situation of the Korean Peninsula, and answered reporters' questions at the regular press conference of the MND held on March 28, 2013 in Beijing.

Yang Yujun said that just as knives need to be often sharpened, soldiers need to be constantly trained. The recent combat-readiness patrol and open-sea training in the waters of the South China Sea and the Western Pacific Ocean conducted by the taskforce of the PLA Navy was PLA's routine training within its annual military training plan. The training was aimed at testing the troop unit's capability for performing diversified military tasks and improving its combat effectiveness through actual-combat military drills. In response to the speculation over the training by some western countries, he said that China has indisputable sovereignty over the South China Sea islands and their adjacent waters, thus the other countries need not make a fuss over relevant operations in waters under China's jurisdiction performed by the PLA Navy according to law.

Cyberspace security maintenance needs cooperation rather than confrontation

A reporter said that a number of television stations and financial institutions of the Republic of Korea (ROK) suffered network meltdown on March 20, 2013. Under the circumstances, the U.S.-ROK Joint Chiefs of Staff and the U.S.-ROK Combined Forces Command signed a document entitled the Plan for ROK-U.S. Joint Response to Local Provocation. What's your comment?

Yang Yujun answered that in the wake of the cyber attacks against some ROK media and financial institutions, the parties concerned made several different judgements on the origin of the cyber attacks. The case proved once again what the Chinese side has always been stressing, that is, cyber attack is a global problem featuring anonymity, transnationalization and deceptiveness. Thus various countries in the world should actively carry out cooperation with each other and jointly maintain the peace and security of the cyberspace on the basis of mutual respect and mutual trust. We noticed that the U.S. side leveled irresponsible criticism against other countries for cyber attacks while greatly enlarging the size of its cyber warfare force. Cyberspace security maintenance needs peace and cooperation rather than war and confrontation.

Yang Yujun also said that the current situation of the Korean Peninsula is extremely complicated and sensitive, and all the parties concerned are expected to make more contributions to easing the situation and maintaining regional peace and stability in the overall interests of regional peace and stability.

The Chinese military is capable of safeguarding China's national sovereignty and territorial integrity

A reporter said that the U.S. and Japan recently unveiled the so-called operation plan for defending the so-called "Senkaku Islands" (China's Diaoyu Island and its affiliated islands). How does the Chinese military comment on that?

Yang Yujun said that the Chinese government and the Chinese military are confident and capable of safeguarding China's national sovereignty and territorial integrity. All attempts to illegally occupy China's territory with the help of external forces are doomed to failure. The international community will pass a fair judgement on who repeatedly creates trouble and undermines regional peace and stability under the current situation.
