The State Council held a national teleconference on building agricultural infrastructure Thursday to prepare for the coming winter and spring.

Vice Premier Wen Jiabao addressed the meeting, urging cadres and ordinaries in rural areas to organize the infrastructural work well and to build the infrastructure soundly.

According to Wen, following severe droughts last year, at least 23 provinces, autonomous regions and municipalities in China were devastated, making enormous impacts on people's lives and economic development.

The official attributed the droughts and their serious consequences to the fact that China's agricultural infrastructure has remained fragile and is vulnerable to severe natural disasters.

He called for new thinking in the development of infrastructural facilities through reforms in order to make the facilities able to withstand all conditions.
