Xi’an High-tech Zone constantly innovates with the removal mode. A number of leftover problems are solved based on steadily controlled removal and sunshine removal by ways including: comprehensive compensation based on persons; timely management and protection based on construction of agricultural company; adjustment and planning of land enforcement monitoring system; and villagers’ integrated placement. Residents of Mutanan Village and other villagers are basically removed; 11 peasant placement buildings including Xinglong Community and Chuanghui Community and the Parking Lot Project for Subway Line 3 speed up their construction.

The zone increasingly refines its environment. Four-city Joint Construction Program is steadily promoted: more than 160 special remediation activities are carried out, and more than 3,900 roadside stall businesses are investigated and punished; more than 500 street stores are urged and monitored to correct the problems of mess painting, hanging, and placing; 12,318 muck vehicles and cleaning vehicles are checked; and more than 520 construction sites are inspected.

The construction of low-income houses is speeded up. The annual construction task of low-income houses is completed in advance. The construction for A Zone of Lanbo Apartment, B Zone of Jinye Apartment, A Zone of Software Apartment, and Hanfeng Apartment is in full swing.
The removal of traffic jam for smooth traffic is steadily promoted. Public Parking Lot Planning for Main Zone and Traffic Promotion Planning for Xi’an High-tech Zone Phase I and Phase II are formulated. Fracture surface plans for Keji Road and Gaoxin Road have already been nailed down. 667 new public parking lots are constructed, of which 351 have been completed. Traffic jam removal projects including urban branch connection, intersection transformation, public harbor transformation, public parking lot, and passenger foot-bridge are steadily carried out. Such work as administering double-wheel chairs and tricycles, governing traffic jam place, terminating roadside stall businesses, and promoting the construction of civilized traffic is carried out.

Gaoxin Section of “Eight waters Nurture Xi’an” Project speeds up its construction. At present, the work on Yantou Lake (Xiao River Management Project) is basically completed. Gabion retaining wall and slope protection on the northern bank with a total length of 3.986 km, slope cutting on the southern bank of 2.5 km is completed as well as the gabion base of 1.4 km are all completed. The inspection on the filling pipe of Jinsha Bridge is finished. The overall planning and first phase construction drawing design of the Gaoxin Lake are already completed so that the construction of Gaoxin Lake will be started in this year. As all preparation work of Taiping Lake is already made, the construction will be launched in November.

The pollution treatment and haze reduction work is conscientiously carried out. The high-tech zone formulates 2013 Pollution Treatment and Haze Reduction Work Implementation Plan in Xi’an High-tech Zone and 2013 Winter Blue Sky Protection Action Plan and Responsibility Investigation Method for Xi’an High-tech Zone in time after close investigation, and sets up pollution treatment and haze reduction leading group to greatly carry out joint enforcement and inspection. 14 roads in the rural-urban continuum are hardened. Daily road cleaning, greenbelt cleaning, green land washing, road washing, and wet process construction on removal construction site are carried out to control the road dust. More than 400 construction cleaning and transportation vehicles are checked. 9 construction sites with severe sewage and dirty entrances and exits are punished and governed.
