Senior legislators study Xi's speech at and spirit of key CPC session

BEIJING, Nov. 1 -- The leading Party members group of the 13th National People's Congress (NPC) Standing Committee held a meeting Friday to study Xi Jinping's speech at and the spirit of the fourth plenary session of the 19th Communist Party of China (CPC) Central Committee.

Li Zhanshu, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the 13th NPC Standing Committee, presided over the meeting and delivered a speech.

The meeting noted that the speech delivered by Xi, general secretary of the CPC Central Committee, at the plenary session answered a series of major political questions about what to uphold and what to advance.

The meeting stressed that the decision made by the plenary session summarized major achievements in institutional development since the 18th CPC National Congress and highlighted the Party's leadership as the most essential characteristic and greatest strength of the country's governance.

Noting that it is necessary to fully study Xi's important speech and the spirit of the session, the meeting said the NPC Standing Committee should exercise its duties under the Party's leadership and make new contributions in upholding and improving the system of socialism with Chinese characteristics and advancing the modernization of China's system and capacity for governance.

The centralized and unified leadership of the CPC Central Committee should be upheld and the Party's principles and policies should be thoroughly implemented through the system of people's congresses, the meeting said.

The meeting also underlined the close connection of people's congresses at all levels with the people and fulfillment of their duties in advancing law-based governance in all fields.

The fourth plenary session of the 19th Communist Party of China (CPC) Central Committee was held from Oct. 28 to 31 in Beijing.
