Recently, Chinese authorities staged an intervention with a number of agencies that intentionally misidentify Chinese students as overseas Chinese, significantly lowering their hurdles to gain admission to domestic universities.

Chinese authorities called on mainland universities to organize joint recruitment examinations for students from Hong Kong, Macau, Taiwan, and Chinese communities in foreign countries beginning in 1985. The joint examinations are not as difficult as China's typical college entrance examination, and are organized at a different time.

The Ministry of Education, Ministry of Foreign Affairs, Ministry of Public Security and Overseas Chinese Affairs of the State Council have adopted several measures to restrict the application conditions and qualifications of applicants since 2006. Therefore, the phenomenon of forged identities of overseas students was effectively contained.

As for the next step, Chinese authorities will further tailor relevant policies to reflect a zero-tolerance policy for illegal acts to ensure justice and fairness in the recruitment process. In addition, candidates and their parents have been warned of scams perpetrated by intermediary agencies.
