Yunnan fugitive emerges from hiding after 13 years of farm labor

A fugitive wanted on corruption charges surrendered himself in Pu'er, Yunnan province on Jan. 12 after 13 years on the run. Guan Xiangming, one-time president of the Ning Er branch of the Agricultural Bank of China, ran away after he was found guilty of accepting bribes worth 300,000 RMB ($43, 000) in 2003.

Guan said he lived in misery during those 13 years. He was so scared of being caught that he didn't even dare attend his parents' funerals. With no money and no legal identification, Guan had to make a living by farming in Guangdong province. Guan said he sometimes started work as early as 3 or 4 a.m., using a flashlight to illuminate the fields during the busy farming season. However, he still had over 100,000 RMB in debt.

Guan made up his mind to surrender after he heard reports that Yang Xiuzhu, China's most wanted economic fugitive, ended her 13 years on the run to face justice. Procurators and police officers have worked hard to bring Guan to justice since his case was filed in 2004. Five procurators and anti-corruption chiefs have been replaced since Guan ran away. As hard as the case was, one senior anti-corruption officer said it was well worth the effort.
