Education Ministry Calls for Enrollment Discipline by Chinese Universities
To ensure orderly enrollment by higher educational institutions during the upcoming days in China the Chinese Ministry of Education issued a circular on July 28 to reiterate the country's enrollment discipline.
The circular demands all local enrollment departments to act on the fundamental principle of being fair, just and all open to select excellent enrollees on account of their comprehensive qualifications of virtue, academic achievements and health condition. The local Departments are required to make all results and information about their enrollments and related policies known to their perspective enrollees to the satisfaction of their parents.
The circular also calls on local enrollment departments and higher educational institutions to uphold the legitimate rights and interest of the test takers. No one has the right to grant special admission to a test taker who has failed in reaching the standard required. No schools are allowed to refuse to admit a student with a high academic score though his first choice is not the school or schools that he had wanted to enroll.
The circular points out test takers should have the right of access to the whole process of their enrollment through a normal channel. After completion of the entire work of enrollment the total number of enrollees who should have been accepted by the related educational institutions along with their average scores should be made public.
All local education supervision departments are also demanded to make public their telephone number in case of complaint calls. Any one who violates enrollment policies, regulations or disciplines should be investigated and duly punished. Enrollees who have failed to meet the enrollment requirements but have been admitted into universities should be deprived of their admission status or be struck off their school roll. The relevant persons should also be taken to law.
