Shanghai Accord to Help Enhance Trade, Investment: BushU.S. President Gorge W. Bush said Saturday that the Shanghai Accord that will be signed by member economies of the APEC Sunday will provide new and useful tools to enhance trade and investment.Bush made the remarks in a speech at the APEC CEO Summit Saturday afternoon. Bush called for more trade and openness, not less, saying that this region needs regulatory systems that attract investors. He stressed the need to meet the Bogor goals including free trade for the Asia-Pacific region by 2020. In his speech, Bush said that his country will do its part to restore economic momentum for the world. "We'll keep our market open, and our country open for business. We've already announced additional spending to assist and rebuild New York City, to stabilize the airline industry, and defend our country," said the president, referring to the fact that his country suffered enormous losses in the disastrous September 11 terror attacks. Regarding the forthcoming new round of WTO multilateral trade talks in Doha, Qatar, in November, he said, "There's much work to be done, and all of us, every nation, must redouble our efforts to see that Doha is a success."
