China Extends Consistent Support for Peace Efforts

Zhang Xinsheng, head of the Chinese Delegation to the 31st UNESCO Meeting and vice-minister of education, pointed out in his speech Thursday that history and reality have raised a new question to the UNESCO, China will, as always, participate in and give support to the active efforts made by the Organization for world peace.

Zhang said that the incident of terrorist attacks in the United States on September 11 posed a serious challenge to human civilization and grave threat to international peace and security, the international community should work out counter-measures and strengthen anti-terrorism cooperation. The anti-terrorism struggle is a protracted and complicated task, which should be carried out in line with the purposes and principles of the United Nations Charter as well as other universally acknowledged international norms. The eradication of terrorism calls for both temporary and permanent solutions, and efforts to eliminate its breeding source. China opposes linking terrorism with religion and ethnic. In the international anti-terrorism struggle, the diversity of civilizations should be respected, energetic efforts should be made to solve the problem of development, so that the people of various social strata in all countries can benefit in the process of economic globalization.

Zhang pointed out that the widened "digital gulf" has exerted strong impact on the preservation and development of diversified cultures. For this reason, there is the need for UNESCO to adopt practical and effective counter-measures. He noted that the free dissemination of information should take respect for the culture and tradition of other countries as the precondition, it is essential to prevent the spread of harmful networking information, especially its encroachment on the youngsters. Zhang pointed out that mutual understanding, respect and cooperation are the life of the UNESCO. In its various activities it should give full consideration to the actual conditions and demands of different regions and countries, respect and understand the choices made by the people of various countries in light of their respective national conditions.

Zhang said in conclusion that China's imminent accession to the World Trade Organization (WTO), the APEC meeting being held in Shanghai this month and China's hosting of the 2008 Olympic Games-all indicate that China is being further merged with the international community. China will conduct further cooperation with the UNESCO, so as to make greater contribution to humanity, peace and development in our times of globalization.
