Promoting Hong Kong as Legal Services Center, Official

The Hong Kong government is committed to providing a favorable environment for promoting Hong Kong as a legal services center upon China's imminent accession to the World Trade Organization, a senior official said Friday.

The Secretary for Justice Elsie Leung made the remarks when addressing the 17th Biennial LawAsia Conference in Christchurch, New Zealand, according to the Information Services Department.

Leung was cited as saying that this could be done by publicizing the use of Hong Kong companies as an investment vehicle, using Hong Kong law as the applicable law for China- related contracts and Hong Kong courts and arbitral bodies as a forum of dispute resolutions.

She said, "To this end, the government is actively participating in the negotiation of a new multilateral treaty on jurisdiction in civil and commercial cases at The Hague.

Leung said the Hong Kong government believed that Hong Kong's legal system offered a reassuring setting for arbitration, litigation, mediation and other forms of alternative dispute resolution.

"This will be of particular assistance to those businessmen and investors with contracts with Mainland organizations," she said.
