Philippine President Announces Specific Measures Against Terrorism

Philippine President Gloria Macapagal-Arroyo Wednesday declared six specific measures to be carried out by the country in the war against terrorism.

Arroyo said in her speech at the 40th anniversary celebration of the Philippine Constitution Association that the Philippines will join the international counter terrorist coalition and to work with the United Nations.

Her government will work closely with the United States on facilities, on intelligence and security matters concerning terrorism, and make available Philippine air space and facilities when required as transit or staging points.

The Philippines will contribute logistical support in the form of food supply, medicines and medical personnel in the war against terrorism.

Subject to the concurrent of Philippine Congress, the Philippines will provide combat troops if there is an international call for such troops, Arroyo said.

She also said that to prevent the flow of funds to terrorist groups, the country will pass and implement legislation against money laundering.

Arroyo pointed out that as charter member of the United Nations and as part of the international coalition against terrorism, the Philippine will actively implement the United Nations Security Council Resolution 1368 passed on September 12 which calls on all states to work together in anti-terrorism campaign.

Arroyo said the impact of the country's involvement in the war against terrorism will not be measured by its contribution to the international coalition alone.

"In this war, as in any modern enterprise, we must think globally but act locally," she added.
