Mobile and Fixed Phones to Practice Three Guarantees System

The system of three guarantees for repair, replacement or compensation of faulty mobile and fixed phones has been formally publicized on September 24 and will be formally implemented on November 15, 2001. This system is jointly enacted by the State Administration for Industry and Commerce (SAIC), Ministry of Information Industry (MII), and General Administration of Quality Supervision and Quarantine (GAQSQ).

Mobile and fixed phones have become the basic communication tools for common civilians in China. While currently, the follow-up services, selling and repair of faulty phones cannot meet market requirements and consumers often come across difficulties on repair, replacement or compensation of faulty phone-sets.

The validity period of ˇ°three guaranteesˇ± for mobile and fixed phones is one year following the invoicing date, in terms of the Provision for Repair, Replacement or Compensation of Faulty Mobile Phones and Provision for Repair, Replacement or Compensation of Faulty Fixed Phones issued on September 24. In addition, such fittings as chargers, batteries, earphones, power transformers and the like are also in the list of ˇ°three guaranteesˇ±. And the provision of mobile phones specially prescribes that if mobile phone consumers lose the invoices, ˇ°three guaranteesˇ± credence and other valid bills, the validity period should be start at the 90th day after the date of production if the date of production is proved within the validity period for ˇ°three guaranteesˇ± by IMEI code.

As reported, department concerned has issued the system of three guarantees of 18 valuable and durable consumer goods and some farming machines in 1995. In recent years, the quality and follow-up service of mobile phone has become a bothering problem along with the booming handset consumers in China.
