As reported, nearly one million families suffered from power failure and more than 520,000 families from water failure with 360,000 telephone users reported connection failure in northern Taiwan. The service industries and industrial areas in northern Taiwan have been affected with the estimated loss to reach NT$10 billion yuan. Classes were suspended and offices and factories were closed on September 17 in 13 counties and cities in Taiwan.
