Chinese FM Spokesman on Combating Terrorism

The Chinese side will join the United States and the international community in strengthening dialogue and conducting cooperation in a bid to combat all terrorist activities.

When asked related questions, Chinese Foreign Ministry Spokesman Zhu Bangzao made the remark Tuesday at a regular press conference.

Zhu said that the Chinese side opposes terrorist activities in any form and supports attacks on terrorism as long as the attacks are based on conclusive evidence and with clear targets and a guarantee of the safety of innocent civilians.

The United Nations Charter should be respected and the role of the UN and its Security Council should be strengthened, Zhu said, adding China will discuss with the UN Security Council all proposals that are conducive to cracking down on terrorism.

Zhu said international terrorism is a transnational criminal activity which endangers international peace and security, social stability and economic developments, and the safety of people's lives and property. The world has come to see that international terrorism activities, no matter for what reasons, are transnational criminal acts. The Chinese government firmly opposes and severely condemns international terrorism, Zhu said.

He added that China has joined a series of anti-terrorism international covenants, namely, the Convention on Offenses and Certain Other Acts Committed on Board Aircraft, Convention for the Suppression of Unlawful Seizure of Aircraft, Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation, and the Convention on Prevention and Penalty for Offenses to People Under the Protection of International Commitments. China has carried out, in a effective way,international anti-terrorism cooperation on the basis of these covenants.

As a member of the International Criminal Police Organization, China plays an active role in promoting international cooperation, exchanging information with other countries, preventing and investigating the sources of international terrorist cases and arresting criminals committing violence and highjackings.

Zhu said that China currently has a reinforced legislation system, to prevent, attack and stop terrorist activities. China has also adopted effective measures to prevent terrorists from entering the country and to strengthen air security. In the meantime, China attaches much importance to negotiations and cooperation with neighboring countries, to prevent and combat transnational terrorism.
