China Stresses Int'l Co-op to Fight Transnational Crimes

Chinese Premier Zhu Rongji said Monday that the enhancement of law enforcement cooperation among ASEM (Asia-Europe Meeting) members will effectively prevent and crack down on the various increasingly rampant transnational crimes.

"It will certainly benefit the peoples in the two continents and further promote peace and stability in Asia, Europe and the entire world," Zhu said in his congratulatory message to the ASEM Law Enforcement Organ Symposium on Combating Transnational Crimes.

"The ASEM Symposium held in Beijing provides a good opportunity for the Chinese law enforcement organs to exchange experiences and learn from their counterparts and will certainly promote friendship and cooperation between friends in all the ASEM law enforcement agencies," Zhu noted in his message.

Premier Zhu's message was read by China's State Councilor Luo Gan at the opening ceremony of the symposium. The symposium is co-sponsored by the Ministry of the Public Security of China and the Ministry of Interior of Italy.

Addressing the opening ceremony, Luo Gan said China is dedicated to international cooperation to resolutely fight transnational crimes, so as to contribute to the peace and stability of Asia, Europe as well as the world at large.

Luo said that the ASEM structure, which started in 1996, provides a new mechanism for the member countries to promote understanding and resolve contradictions through negotiation on the basis of mutual benefit.

China, as an ASEM member country, has all along been positive and practical in exploring common grounds and cooperation.

"We advocate and support dialogue and cooperation amongst the ASEM countries on multiple levels through different channels and in various fields and we actively promote exchanges among ASEM law enforcement agencies to create a favorable environment for omnipresent cooperation among the ASEM countries," he stated, adding that cross-country crime, as a common scourge, has aroused general concern for all governments and peoples.

Luo went on to say that on the 11th of this month, a terrorist attack, that happened in the United States, astonished the whole world. The Chinese government and people strongly condemn this violent terrorist attack.

The reaction to this tragic incident demonstrates once again the urgency and importance of strengthening dialogue, extending cooperation and jointly combating international terrorist activities and other transnational crimes, he stressed.

Luo pointed out that currently international terrorism, grave economic crimes and illegal immigration do not remain an isolated issue of criminality but are a product of the complexity and interaction of international and domestic affairs which has long been a plight of each country and the whole world.

He said that China is willing to be the mainstay in safeguarding world peace and stability and make its due contribution with perseverance.

"While assiduously maintaining domestic national security, China is also highly attentive to and actively participates in international exchange and cooperation in law enforcement and has scored tremendous success in combating cross-country crimes," he stressed.

China believes that to establish mutual confidence on the basis of mutual understanding according to the principles of mutual respect, equality, and seeking common grounds to reach agreement through negotiation would enhance law enforcement cooperation in the joint fight against international terrorism, rampant economic crimes and illegal immigration, the state councilor noted.

According to sources with the Ministry of Public Security, during the three-day symposium, participants will exchange views and study counter-measures and mechanisms for cooperation in combating transnational crimes.
