Powell Calls Terrorist Attacks "An Act of War"US Secretary of State Colin Powell said Wednesday that terrorist attacks on the World Trade Center in New York and the Pentagon in Washington were an act of war.In an interview with ABC's "Good Morning America," Powell said, "The American people have a clear understanding that this is a war. That's the way they see it. You can't see it any other way, whether legally that is correct or not." "We've got to respond as if it is a war and we've got to respond in the sense that it isn't going to be solved with a single counterattack against one individual, it's going to be a long-term conflict and it's going to be fought on many fronts," Powell said. But Powell declined to name who the United States believed was behind the attacks and what kind of military operation that the United States might take. "We are far from selecting any particular military targets or how to go after those targets at this time," Powell said. "It is not a war not just against the United States.
