China Places Emphasis on Easing Farmers' Fee Burdens

The ministries of Finance and Agriculture and the State Development Planning Commission recently issued a circular, calling for the alleviation of fees imposed on farmers.

The circular emphasized the stopping of collections of unwarranted fees from farmers in the fields of rural education, residential construction and electric power service.

The imposition of arbitrary charges on farmers in the process of marriage registration, building endowment insurance and medicare insurance must be put to an end, said the circular.

China is carrying out reform of the taxation and fee collection system in the countryside.

The circular said that fees levied on farmers shall not exceed five percent of their pure income from the previous year.
