China Promotes Implementation of Law on Public Bidding

The Chinese government will adopt six policy measures in the second half of this year to ensure that the Law on Public Bidding should be carried out in an earnest way.

The State Development Planning Commission (SDPC) announced Monday that by the end of this year, local governments should clear up local bidding regulations and eliminate those that contradict the Law on Public Bidding and the state's related laws and regulations.

According to the SDPC, the six policy measures include the clearing of regional and industrial protection to establish a unified market; strictly carrying out bidding systems according to law; earnestly practicing the principle of openness to ensure bidders to have equal positions in acquiring bidding information; standardizing bidding appraisal activities to ensure fairness; rectifying agent institutions to promote the healthy development of the bidding market; and transforming the government's role to carry out administrative supervision according to law.

An SDPC official said that in the second half of this year a special inspection will be carried out on the bidding procedures of major construction projects, and illegal practices in the bidding market will be severely penalized in accordance with the law.
