The EU-China Training program for Management of Village Affairs recently began in Beijing. The program is designed to promote self-government by villagers and democracy in rural China. The EU will provide 10.6 million euros of the 14.7 million needed for the program,according to latest issue of Beijing Review.
Chris Patten, who is in charge of EU foreign relations, noted that having villagers elect village leaders and administer their own affairs is a constructive development and a major milestone of China¡®s economic and social reform.
The EU-China Training Program is aimed at acquainting villagers with a better understanding of the current legal system, improving the legal knowledge of deputies and village leaders elected by villagers, promoting self-government by villagers, improving the level of democratic elections and enhancing the sense of responsibility of the elected.
The program will offer training plans and related information to village officials, elected representatives, members of village committee and the villagers. The Ministry of Civil Affairs will be in charge of the program, which will be implemented in Beijing and other provinces.
