Beijing Enhances Community Services
Beijing has stepped up its efforts to promote community construction by enhancing urban management standards and advancing the modernization of the capital.
Community service centers in Beijing's 18 districts and counties will all be finished by the end of this year, each with an area of more than 3,000 square metres.
And more than 90 per cent of the capital's residential districts will have community service stations with an area of at least 1,000 square metres.
Public security, service, sanitation, culture and environment of Beijing's residential communities will achieve remarkable progress this year, said Liu Baocheng, director of the municipal bureau of civil affairs, yesterday in a report to the municipal people's congress.
Under the leadership of a specially established group including 31 government departments and non-governmental organizations, such as the Red Cross Society, nearly 600 million yuan (US$72 million) was invested in community service facilities during the past two years.
As part of the "Digital Beijing Project," community has become a bridge connecting families and e-commerce, daily service and sanitation and health service, which has enriched the concept the original community service.
"We have invested 70 million yuan (US$8 million) in Beijing's community information service network, which has created access to the service centers at many different levels," said the director.
Together with the practical work, research and investigations are also being carried out to provide the policy with an academic basis, point the way forward for improvement and solve existing problems.
A municipal association on community work will be established soon, based on the rich resources of Beijing's numerous research institutions and universities.
"There have been more than 80 theses on the topic by famous scholars from home and abroad, which were invited by the municipal government before making any decisions," Liu added.
However, he pointed out there was still a gap between the government's work and the rising daily needs of residents for medical services, culture and environment.
The Ministry of Civil Affairs will invest billions of yuan to help China's provinces, autonomous regions and municipalities, which are pursuing community construction schemes, according to Minister Doji Cering.
