Parentage Tests to Be Offered for Right of Abode in HKThe Exit-Entry Administration of the Public Security Ministry will start offering parentage tests from July 27 for permanent residents of the Hong Kong Special Administrative Region (SAR), who doubt that they are parent of a child born in the Chinese mainland.An official from the administration told Xinhua Thursday that according to Article 24 of the Hong Kong SAR Basic Law, Hong Kong permanent residents' children born in the mainland have the right of abode in Hong Kong. However, he said, the applicants' parentage relationship between their alleged parents cannot be identified just by the application materials they have provided, and so the approval decision cannot be made. To ensure the legitimate rights of the applicants who meet the requirements, the Exit-Entry Administration and Hong Kong SAR's entry office have decided to offer parentage tests for permanent Hong Kong residents who have doubt about their relationship with a child born in the mainland who applies for right of abode in Hong Kong. The official stressed that the applicants and their alleged fathers or mothers should come for parentage tests at required time and place in their area appointed by the exit-entry departments. The Exit-Entry Administration of the Public Security Ministry has appointed the Guangdong Provincial Public Security Bureau to be temporarily in charge of the test for applicants from the mainland. The fathers or mothers in Hong Kong are required to go to a clinic designated by the Hong Kong SAR's entry office for the same test. The exit-entry departments will examine and approve the applications for abode in Hong Kong in accordance with the results of the parentage tests in both areas. |
