Vice-President Stresses Quality of Cadres in Tibet

Chinese Vice-President Hu Jintao Thursday stressed the importance of building a high-quality contingent of cadres in Tibet, saying this is vital for the rapid development and long-term stability of the Tibet Autonomous Region.

All cadres in Tibet should put into practice the spirit of the "three represent's" put forward by President Jiang Zemin, earnestly carry out measures and policies adopted by the Communist Party of China (CPC), and play a leading role in striving for the rapid development and long-term stability of Tibet, said Hu at a regional cadres' meeting.

He expressed the hope that all cadres in Tibet should conduct careful studies on both speeches made by President Jiang respectively at the conference marking the 80th anniversary of the founding of the CPC and the fourth central work conference on Tibet.

Hu spoke highly of the region's considerable achievements registered since the reform and opening up, especially since the third work conference on Tibet, urging all local cadres to cherish the present hard-won favorable situation and lead the Tibetan people of all ethnic groups to promote the reform, opening up and modernization drive of the region through concerted efforts.

To this end, the Vice-President put forward five requirements for all the cadres. First of all, he stressed, cadres in Tibet, a geographic battlefront for fighting against separatism, should be firm in their political stance and honor their sacred responsibility of safeguarding national unity and opposing ethnic separatism.

Secondly, they should be quick at learning and brave in innovation since dramatic changes are currently taking place in Tibet and new problems keep rising therefrom in the development process. Therefore, cadres should constantly refresh their ideas and introduce new work mechanisms accordingly so as to fully tap the advantage of the region and realize an effective development.

Thirdly, cadres should unite together since unity among them will determine the unity among the people of all ethnic groups. All cadres, no matter what ethnic groups they belong to, should respect and learn from each in order to realize common progress.

Fourthly, cadres should keep close relations with the masses by paying frequent visits to the grassroots, finding out the difficulties ordinary people are facing and work harder to seek solutions for them.

Lastly, a practical work style should be adopted and all government departments should frame out specific work plans and strive for an effective and substantial implementation.
