Public Endorsement Indispensable for Telecom/Railway Price AdjustmentThe State Development Planning Commission July 16 released its 10th Decree for formally carrying out the "Interim Ruling on Seeking Public Endorsement for Government Price Decision".The Ruling specifies that for any price adjustments with regard to pricing of public facilities, social utilities, water and power supply system, fuel, telecom and railway and other service trades mass opinions will have to be solicited and public endorsement sought from among the customers, dealers and relevant departments. This is to say that with public opinions solicited the country's pricing work is to be upgraded and placed on a new higher plane. An important part to the Price Law of the People's Republic of China, the Interim Ruling specifies that Chinese civilians have the right to know the process of price decision on the part of the government and the pricing of public facilities, social utilities and monopolistic operations and others. And departments concerned must hold pubic meetings soliciting mass opinions before any decision taking except those relating to state secrets. According to "Interim Ruling", the hearings should be called by concerned authoritative institutions and attended by representatives from among the dealers, consumers and government departments and concerned experts and scholars. Individuals can also attend the meetings after being approved by concerned departments. As to other price adjustments and service pricing closely related to the interests of the broad masses hearings can also be held and attended by dealers and consumers on their own.
