Push Forward China's Software Industry: Wu BangguoThe State Development Planning Commission and Ministry of Information Industry held a name granting meeting July 12, at which Vice-premier Wu Bangguo granted names to representatives from 10 national bases of software industry.Wu says these bases should serve to gather and foster a big batch of hi-quality software professionals to form an innovation system combing research and production so as to push forward China's software industry. Software industry helps a lot in pushing forward information industry and informationization process of national economy and is of great strategic significance in promoting scientific, social progress, enhancing national strength and guaranteeing national security. Currently China's software industry is developing on a good track and of huge potential, but still lower than international level and needs to be promoted to meet the demand of modernization drive. Now we are quite developed in hardware but still weak in key technical know-how. We have many software enterprises but there are only 6 with sales exceeding 1bn yuan. Wu requests these bases to rally software talents and master technical know-how of our own intellectual property rights to form a highly standardized industry on a large scale. The 10 bases are to be built in cities including Beijing, Shanghai, Dalian, Chengdu, Xi'an, Ji'nan, Hangzhou, Guangzhou, Changsha and Nanjing, where industry environment are relatively good and backed by state allocations. As is reported, China's software industry has been on a steady yet fast track, with last year's output exceeding 20bn yuan by over 10,000 sundry software enterprises. The above-mentioned 10 bases are all on a relatively large scale, having backbone manufacturers putting out hi-tech quality products and exports, backed by local research institutions. The state has planned to develop a coastal software belt along with several central regions further spreading to surrounding regions. Director of the Commission Zen Peiyan and Information minister Wu Jichuan request these bases to actively explore new management and operation mechanism in future work and do a good job in industry innovation, personnel training, software export and competitive products manufacture.
