Premier Stresses Study of Jiang's Speech, Urges to Better Utilize Overseas Investment


Chinese Premier Attends the National #Conference on Utilizing Foreign Direct Investment
The two-day National Conference on Utilizing Overseas Direct Investment closed Wednesday.

Chinese Premier Zhu Rongji addressed the meeting, urging various departments under the State Council to study Jiang Zemin's speech on July 1 at a grand gathering marking the 80th founding anniversary of the Communist Party of China (CPC).

Zhu, also member of the Standing Committee of the Political Bureau of the CPC Central Committee, said that Jiang's speech is of great and far-reaching significance in pushing forward all Party works and the great cause of socialism with Chinese characteristics.

He noted that Jiang's speech indicated that the CPC has reached a new level in understanding the laws of governing the country, Party building, socialist construction and development of the human society.

He also asked the related departments to study the important instructions given by Jiang earlier when meeting with participants of the meeting.

He said that attracting overseas investment should be closely linked with China's economic restructuring, industrial upgrading and profit increases in enterprises.

The premier said that as China has now ranked second in the world in terms of the amount of overseas investments, focus should be shifted from simply attracting overseas funds to introducing overseas advanced technologies, management and talents.

He said the governments at all levels should do their best to improve the "soft environment" for attracting overseas investment. It includes the improvement of the market economic order, the protection of intellectual property rights and the improvement of the legal system.

Li Lanqing, Chinese Vice Premier and member of the Standing Committee of the Political Bureau of the CPC central committee, was present at Wednesday's meeting.
