China Adopts Amendments to Laws on Judges, ProsecutorsChina's legislature, the National People's Congress (NPC) Standing Committee, adopted amendments to the law on judges and amendments to the law on procurators Saturday, which dramatically lift the benchmark for entering these legal professions.With decrees by President Jiang Zemin, the amended laws will come into effect as of January 1, 2002. Li Peng, chairman of the NPC Standing Committee, said at the conclusion of the legislative session that "the revisions will play an important role in strengthening the caliber of the country 's judiciary and ensuring that justice be served." The amendments further intensify methods governing the conduct of judges, prosecutors and the judiciary as a whole. The legislature approved the central government's final accounting of revenue and expenditures for 2000, but pointed out in a resolution that the State Council must continue to improve its budget management, bring the role of financial discipline into due play, strengthen supervision over government-funded projects, better manage the social security funds and ensure the livelihood of those laid-off from state-owned enterprises. |
