"After the founding of the New China, we put up the people's congress system and have been constantly improving it," he said. " We established a framework of a socialist legal system with Chinese characteristics endint the situation in which there was no law go go by. We reformed our election system for grassroots democracy and the people's democratic rights have been sufficiently ensured." "All these have been achieved under the very leadership of the Chinese Communist Party," Li said. "As validated by history over the past 80 years, without the Communist Party the New China would have never existed, nor would have the prosperity and stability of China, let alone the major progress in expanding democracy and improving the legal system we have attained," he said. "The leadership of the CPC has been enshrined in China's Constitution, and we must further strengthen our belief in the Party and be more willing to accept the leadership of the Party and constantly advance our legislative work under the leadership of the CPC Central Committee with Comrade Jiang Zemin at the core, " Li said.
