High Income Taxpayers Monitored in Beijing

The taxpaying conduct of some 100 designated high-income earners in Beijing will be placed under the government's priority supervision. This includes separate management of files, economic activities and follow-up verification of income.

As reported, these taxpayers are distributed in different areas of Beijing. In Dongcheng District where noted theatrical performers are concentrated, the main taxpayers are performing stars; in Haidian District, known for its high-tech superiority, tax is levied mainly on leaders of high-tech enterprises; while in Miyun, Yanqing and other suburban districts and counties, the bosses of private enterprises are placed in the ranks of main taxpayers.

According to Beijing Youth Daily, The Beijing tax sector will introduce the management of separate files for major taxpayers, and unified preservation of the quarterly tax form for each payer. Meanwhile, Beijing tax sectors will join hands with their counterparts in other localities in conducting timely follow-up survey of the situation regarding the economic activities and income of main tax payers, making detailed verifications of their extra incomes earned from giving performances and lectures outside their own localities.

To set an example, some leading cadres at the district (county) level in Beijing are included in the list of objects under priority monitoring.

Statistics showed that key taxpayers contributed more than 4 million yuan, accounting for 1/1,000th of the city's total personal income tax last year.
