Bush to treat China as a friend, arguing a more confrontational approach to that country would be counterproductive."I firmly believe we should proceed in our relationship with China on the basis that they are a friend, not an adversary, and that any differences we may have on human rights, military programs or anything else, we should work with them in trying to resolve the issues, not to treat them as an enemy," Ford told a news conference held in Washington Monday.
