HK Gov't Determined to Sustain Clean Civil Service

The Hong Kong government attaches great importance to upholding and maintaining a high standard of integrity and probity within the civil service, a spokesman for the government said Monday.

"This is vital for maintaining public trust in and support for the government," the spokesman for the Civil Service Bureau said when responding to media inquires on a survey on "Business and Public Service Ethics."

The purpose of the survey was to take stock of the past endeavors of the government in integrity management. It was intended that the findings and feedback obtained would be turned into inputs for the government's on-going efforts to promote integrity in the civil service.

The spokesman said that the information collected from the survey provided useful indicators on noteworthy areas and the bureau had been utilizing them to incorporate salient points in the central guidelines and to advise departments of the problem areas through the Civil Service Integrity Program.

He said, as part of the on-going efforts to promote a clean civil service, the bureau and the Independent Commission Against Corruption jointly published in September 2000 a handbook "Ethical Leadership in Action," visited all 67 departments over the past two years to assist them in drawing up supplementary guidelines on integrity management.

The bureau will set up an electronic information and resource center later this financial year to facilitate access to rules and regulations on integrity management, including practices outside Hong Kong, the spokesman added.
