Severely Punishing Corruption in Use of Personnel: Commentary
"The Circular on Resolutely Preventing and Investigating and Prosecuting Malpractice and Illegal Act in the Work of Selecting and Appointing Cadres" issued jointly by the CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee is an important measure adopted in accordance with the requirements of the "three represents" for further strengthening the construction of leading bodies and cadre ranks.
The commentator maintains that implementing the requirements of the Circular and severely punishing corruption in the use of personnel will definitely play an active role in guaranteeing the healthy development of the work in the selection and appointment of cadres, maintaining the general situation featuring reform, development and stability, and promoting the smooth progress of the cause of building socialism with Chinese characteristics.
He notes that in the process of reform and opening up, Party organizations at all levels are conscientiously implementing the Party's cadre line, principles and policies, upholding the principle of using cadres who have both ability and political integrity, choosing a large number of outstanding talents and placing them at leading posts of various levels, thus providing a strong organizational guarantee for the development of the various undertakings of the Party. At the same time we should soberly see, the article points out, that in some localities and departments, there exist quite a number of problems concerning the use of personnel, there is a common practice of campaigning and asking for official posts, illegal conducts such as buying and selling official posts and practicing bribery in relation to election have occurred from time to time. These malpractice and corruption seriously upset the normal order of the work of selecting and appointing cadres, corrupt Party values, smear the Party's image, so they are highly hazardous. Regarding this, Party organizations at various levels must give it high attention and must, in line with the requirements of the "Circular", adopt effective measures to resolutely prevent, investigate and prosecute them.
The commentator demands that various regions and departments should, in line with the requirements of the "Circular", make a conscientious review and summary of the work of selecting and appointing cadres in recent years, find out the problems and shortcoming, analyze their causes and work out measures for rectification.
Severe penalty must be meted out to the illegal acts perpetrated in the selection and appointment of cadres, the article warns. The malpractice and corruption in this field of work in some regions and departments failed to be stopped despite repeated prohibitions, there are many reasons for this, but an important factor is that punishment is not stern and prosecution is not forceful. Some problems, though discovered, are not investigated, verified and handled, or are even covered up, shielded and protected, This is a manifestation of utter irresponsibility to the Party's cause and cadres, which must be resolutely corrected. Those who do not act in accordance with stipulations and are engaged in malpractice in relation to the use of personnel, and no matter who are involved in it, must be investigated till the case is clarified and must be severely punished without mercy in accordance with Party discipline and State laws. With regard to those who seriously violate the discipline for organizational and personnel work, who divulge and leak secrets, conceal the actual condition of investigation and cause mistake in the use of personnel must be seriously investigated and affixed responsibility. It is necessary to prevent and overcome the phenomenon of erring on the side of lenity and softness, earnestly intensify investigation and prosecution, resolutely beat down the momentum of the growth and spread of malpractice and corruption in the use of personnel.
The article points out that organizational and personnel departments as well as discipline inspection organizations hold important responsibility for implementing the requirements of the Circular.
