Illegal Acts in Appointment of Cadres Resolutely Investigated and Prosecuted

The CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee recently issued "The Circular on Resolutely Preventing and Investigating and Prosecuting the Malpractice and Illegal Act in the Selection and Appointment of Cadres". Following are the highlights of the Circular:

Selecting and appointing cadres strictly in accordance with the Party's cadre line, principles and policies is a matter of fundamental importance in regard to the strengthening of Party building in compliance with the requirements of the "three represents" (the CPC represents the requirement to develop advanced productive forces, an orientation toward advanced culture and the fundamental interests of the overwhelming majority of the people in China), to comprehensively, correctly and actively implementing the Party's basic line, and to guaranteeing the constant consolidation and development of the cause of building socialism with Chinese characteristics. At present, the situation regarding the work of the selection and appointment of cadres is good as a whole. Party committees (leading Party groups) and their organizational and personnel departments at various levels are conscientiously implementing the "Interim Regulations on the Work of the Selection and Appointment of Leading Party and Government Cadres" (hereinafter referred to as "Regulations"), strengthening the construction of leading bodies and cadre ranks, continually deepening reform of the cadre and personnel systems, waging resolute struggles against the malpractice in the employment of personnel, thus providing an organizational guarantee for the smooth progress of the reform, opening up and socialist modernization drive. However, many problems are existing in some localities and departments, some of which are quite serious, which are strikingly manifested in the violation of the principle, standard and procedure for the selection and appointment of cadres as stipulated in the Regulations.

Resolutely preventing and investigating and prosecuting the malpractice and illegal act in the selection and appointment of cadres is of important significance in further rectifying the Party style of work, safeguarding the seriousness of the cadre work, guaranteeing the smooth progress of the work of electing new leading bodies, maintaining the purity of the cadre ranks and enhancing the cohesion and combat effectiveness of the Party. For this end, the aforesaid two organizations issued the following notices:

  • 1. Enforcing strict discipline for organizational and personnel work, cadres are selected and appointed in accordance with the prescribed principle, standard and procedure.


  • 2. Tightening supervision and inspection of the work regarding the selection and appointment of cadres, timely discovering and correcting existing problems.


  • 3. Intensifying efforts of investigation and prosecution, severely punishing illegal conducts in the work of selecting and appointing cadres.


  • 4. Educating cadres and Party members in the need to strengthen cultivation of Party spirit and to enhance their self-consciousness in observing discipline in organizational and personnel work.


  • 5. Deepening reform of the cadre and personnel systems, and preventing and overcoming the sources of malpractice and illegal conducts in the employment of personnel. And


  • 6. Conscientiously carrying out responsibilities, and earnestly strengthening leadership.
