State Council Issues Agricultural Science and Technology Development Program

The State Council published the Agricultural Science and Technology Development Program (2001-2010) on April 28.

The Program consists of five parts: 1. Pushing forward the new agricultural science and technology revolution, bringing about a leap from traditional agriculture to modern agriculture; 2. the policy, principle, target and task for agricultural science and technology development; 3. The focus of agricultural science and technology work during the "10th Five-year Plan period; 4. Establishing a new agricultural science and technology innovative system; 5. Setting up a strong agricultural science and technology security system.

Over the past 20-odd years of reform and opening up, China's agriculture has scored achievements of world interest. A historic change from long-term shortage to a basic balance between supply and demand with surplus in good years has been realized for agricultural products, China's countryside has, as a whole, entered the stage of advancing from having enough food and clothing to a comfortable life, a socialist market economic structure has been basically established in rural areas. The development of China's agriculture and the rural economy has entered a new stage, to readjust the agricultural structure, enhance agricultural efficiency, increase farmers' income, improve the rural ecological environment and bring about a sustained and stable development of agriculture and the rural economy, it is necessary to push forward a new agricultural science and technology revolution.

In order to clearly define the orientation and tasks for agricultural science and technology development in the new stage, set the focus of the "10th Five-year Plan and the 2010 target for agricultural science and technology work, conscientiously advance the new agricultural science and technology revolution and speed up agricultural modernization, the State Council has mapped out this "Program".
