Chen Shui-bian not Allowed to Attend APEC

Chinese Foreign Ministry spokesman Sun Yuxi said on Thursday that Taiwan pro-independence leader Chen Shui-bian is not allowed to make his presence at the upcoming APEC meeting in Shanghai this October.

Earlier, there were reports that Chen said he hopes to attend the Asia Pacific Economic Cooperation meeting and hold talks with President Jiang Zemin.

In a video-taped address released on Friday to mark his first year in office, Chen renewed overtures to the mainland, offering to hold talks with Jiang on a range of issues, including lifting a decades-old ban on direct trade and transport links.

In past APEC meetings, Taiwan was only represented by a "cabinet minister" or a business leader.
