Hi-Tech Development Zones See 100-Fold Profit Increase in 10 Years

It is learned from the press conference held on May 17 by the Information Office of the State Council that during the Ninth Five-year Plan period, China's national high and new technological industrial development zones continued to maintain the situation of rapid development. Statistics show that in 2000 these high and new technological development zones registered a total technology-industry-trade income of 920.9 billion yuan, total industrial output value amounted to 794.2 billion yuan, financial revenue to 46 billion yuan and foreign exchange earned from exports to US$18.6 billion, with increases standing respectively at 106-fold, 112-fold, 118-fold and 103-fold over 1991. The added value of industry in these zones in the year reached 197.9 billion yuan, an increase of 50.3 billion yuan over the previous year, accounting for 24 percent of the newly increased part of the value-added of the nation's industry. The high and new technological development zones have become important bases for China's high and new technological industrial development and new points of economic growth.

The above news item is accompanied by the following People's Daily Commentator's article published on Page 6 of this newspaper on May 18.

Deepening System Innovation, Building Hi-Tech Industrial Development Zones

This commentary says China's national high and new technological industrial development zones have traversed a 10-year course of construction and development, adding that over the past decade, these development zones have, following the strategic concept known as "developing high science and technology and realizing industrialization" determined by the Party Central Committee, recorded remarkable achievements by relying on reform and innovation and have thus made important contribution in the realization of China's second-step strategic goal and the implementation of the strategy for "rejuvenating the country through science and education".

The article notes a look at the world reveals that high-tech industry has undergone rapid development, the establishment of science and technology parks has become an important measures for developed countries in Europe and America and the numerous developing nations to assemble innovative scientific and technological enterprises. As an important component of the "Torch Program" for developing high and new technological industries, the 53 national high and new technological development zones set up one after another in China have led to the initial formation of a high-tech industrial belt running along the Yangtze River Valley, the rim of the Bohai Sea and the Pearl River Delta as well as along the Eurasian Continental Bridge.

The article confirms that practice proves establishment of such development zones conforms to China's national conditions and is an effective way for developing high and new technological industries. At the same time, it points out, we should see that China's hi-tech development zones still lag behind world first-rate high-tech parks. In the new century, we should continue to strengthen construction of national high-tech development zones and develop high-tech industries, thereby giving a vigorous push to China's economic construction and social progress.

The commentary notes that the development of high-tech industries should be oriented toward the market and deepen innovation of the management system for high-tech development zones. In the development and operation of the high-tech development zones, it is necessary to set up and perfect the management and service systems.

The article continues that in developing high and new technological industries, it is necessary to create, in the high-tech development zones, a more favorable local environment that facilitates innovation and the start-up of undertakings, so as to propel the commercialization, industrialization and internationalization of high and new technologies.

The article adds in developing high-tech industries, it is essential to further construct an atmosphere of respecting knowledge and talent, so as to attract and keep talented people, which is to be guaranteed in the form of a system.

In conclusion, the article suggests: Let's pitch into the construction of national high-tech development zones with greater enthusiasm, make new contribution to the development of China's high and new technological industries and open broader development space for the prosperity of the Chinese nation in the new century.
