Chinese Vice-President on Training OfficialsHu, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the call Wednesday at a national conference on the training and education of officials. He pointed out that the CPC is a party good at studying. The three leading generations with Mao Zedong, Deng Xiaoping and Jiang Zemin at the core all paid great attention to studying, especially at the historical turns in the course of revolution, construction and reform. The CPC's development and self-construction, and the progress of improving the quality of officials are closely related to the Party's emphasis on and efforts in studying, he said. Training and education for officials should adhere to the principle that the training results must be put into practice. The basis of the training and education should focus on improving officials' comprehensive quality and working ability. At present, the focus of the training and education is to study Jiang Zemin's instruction on Party building, he said. The key point is to pay close attention to new changes in the international situation, China's development in reform and opening up, the socialist modernization drive, and new challenges in Party building. The education is life-long and covers a wide range of sectors, including Party officials, enterprise managers, scientific staff and other cadres. Hu emphasized that the education and training of major officials, especially middle-aged and young officials, is an important content of the work. The education will help the middle-aged and young officials better understand the basic theories of Marxism and the objective principles of social development. Meanwhile, their faith in the country's socialist course with Chinese characteristics will be reinforced, Hu said. Through education and training, the middle-aged and young officials can combine theoretical study with practice, he said. Their ability to combat corruption and other malpractices will also be improved. The officials are encouraged to work in poverty-stricken areas, to sum up experience and improve their ability to solve practical problems, Hu said. Training and education of officials should made continuous renovations to meet the demands of the new times, he said, adding that the Party has many fine working styles and traditions and developed some new ideas and methods in training and educating officials, which should be continued.
