China to Issue ID Cards for Residents under 16

The State Council has approved, in principle, to adopt the "non-touching IC card" technology and the fingerprint auto-identification technology for the ID cards for China's new generation residents. It is disclosed by the Ministry of Public Security (MPS) that it has been planned to issue ID cards to Chinese citizens under the age of 16; the MPS is preparing to set up a national information-inquiring center of citizens' identity number.
