Cuba Indignant Over Panama's Refusal to Extradite Cuban-AmericansCuba's government Wednesday expressed "deepest indignation" over Panama's refusal to extradite Luis Posada Carriles and three other individuals who were charged with an attempt to murder Cuban President Fidel CastroThe four Cuban-Americans, labeled as terrorists by Cuba, were arrested November 17 in Panama City. According to Cuban authorities, Posada Carriles carried out 1997's bomb attacks against Havana tourist facilities, and the murder of 73 people in the explosion of a commercial airplane in 1976. The other three also reportedly committed crimes against Cuban citizens and property. Panama turned down the extradition request, arguing that Cuba's proof did not provide sufficient evidence of guilt, as well as Cuba has previously responded in a similar way to requests for the extradition of Panamanian citizens. The Cuban Foreign Ministry considered Panama's rejection " unfair" and criticized the country for giving up to pressures by the National Cuban-American Foundation in Miami and the U.S. government. Panamanian authorities should be responsible if these individuals are saved or escape from jails or are favored by arbitrary legal decisions granting them immunity, said the Cuban government.
