New HK Administrative Secretary Elaborates on Main TasksAdministrative Secretary of the Hong Kong Special Administrative Region Donald Tsang said Wednesday his exceedingly important work is to ensure the smooth implementation of the "One Country, Two Systems" policy in Hong Kong.Speaking to the media on his first working day as administrative secretary, Tsang said his work falls into three main strands, and the No. one task is to ensure that the implementation of "One Country, Two Systems" will go smoothly. The administration also needs to pave the way for the review of Hong Kong's constitutional arrangements in 2007, creating a more accountable public service and creating properly politically appointed echelons to work with Hong Kong's very well established civil service, Tsang said. Tsang said the second strand of his work involves the confidence of Hong Kong people. First of all, the administration must make sure that it is able to demonstrate to the people of Hong Kong that the policies it formulates represent their interests, their longer term interests, he said. Tsang also stressed the importance for the government to work in a more transparent manner, explaining through the media to the Hong Kong people what it is doing, why it is doing things, and why it is in the best interests of Hong Kong in the long term. Third strand of his work involves galvanizing the civil service, Tsang said, noting the civil service "is a major asset of Hong Kong." |
