Indonesian Biggest Party Agree to Issue Second Memorandum to President

Indonesia three largest factions in the House of Representatives (DPR) Monday agreed to issue a second memorandum to President Abdurrahman Wahid.

Delivering its general opinion to the president's reply on its first memorandum over two graft scandals issued on February 1, the Indonesian Democratic Party of Struggle (PDI-P) proposed a second memorandum of censure for the president.

The 153-member party, the biggest faction in the 500-seat faction, said the president had failed to heed the first warning delivered in February.

The DPR issued a first memorandum to the president on February 1 to remind him that he had violated the main guidelines of state policy, the 1945 Constitution and a resolution the People's Consultative Assembly (MPR).

The PDI-P also questioned the president's goodwill over his repeated statements that five provinces would declare independence if he stepped down.

The 120-member Golkar Party and the 58-member United Development Party also agreed to issue a second memorandum to the president.

According to the Constitution, the second memorandum serves notice to the president to respond within one month. If the president's reaction to the second memorandum can still not appease the house, the legislature can invite the MPR, the country 's highest law-making body, to hold an extraordinary session to call the president to account.
